Q1: What is the Special Hiring Program in Taiwan (SHPT)?

A: The Special Hiring Program in Taiwan is an alternative hiring system agreed upon by the governments of Taiwan and the Philippines to enable employers in Taiwan to hire Filipino workers without the assistance or participation of manpower agencies.

 

Q2: Is name hire and direct hire the same as SHPT?

A: Name Hire is part of the SHPT. In Name hire, the worker is able to obtain an employment in Taiwan without assistance or participation of any agency. Thus, the employer in Taiwan specifies the name of the person he/she wishes to employ from the Philippines in the employment contract submitted to the Philippine Labor Center for verification. This method is usually applicable to household workers and professionals.

Direct Hire, on the other hand, is prohibited. Therefore, no foreign principal or employer may hire a Filipino worker for overseas employment, except through boards and entities authorized by or as may be allowed by the Secretary of Labor and Employment.

 

Q3: Who are qualified to avail of the SHPT?

A: Employers who have an approval to employ a foreign worker issued by the Council of Labor Affairs (CLA) and wish to hire without the assistance or participation of manpower agencies in Taiwan and in the Philippines.

 

Q4: How will the employer get an approval from the CLA?

A: The employer must inquire directly with EVTA, CLA at tel. # 02-85902567 to know the process and requirements; or he may visit the website http://www.evta.gov.tw.

 

Q5: Is the decision to avail of SHPT dependent on the employer?

A: Yes, the decision lies with the employer and not with the Filipino worker because the employer bears the burden of processing all documents required in Taiwan . In the Philippines, the worker processes all documents by himself/herself.

 

Q6: What is the advantage of the SHPT to the employer?

A: To help employers conduct efficient recruitment activities in the Philippines, the POEA shall ably provide assistance for their business and travel-related needs:

Employers can avail of the following services and incentives:

  • A ready pool of pre-screened applicants sourced from its nation wide and regional offices/centers.
  • Placement of advertisement, interview and testing facilities, participation in regional/ countryside recruitment.
  • Medical examination and ticketing arrangements for selected workers.
  • Workers briefing and orientation about Taiwan and the company.
  • Electronically linked database and processing system.
  • Tour arrangement, visa facilitation, hotel reservation, airport reception and shuttle services.
  • Provision of information on investment and retirement opportunities, assistance in arranging official meetings and site visitations.
  • On-site services through the MECO Labor Center such as:
    • post arrival orientation, including workers assistance and monitoring
    • translation and counseling services
    • airport transfer, immigration, and health assistance
  • The employer will have a direct hand in the selection of pre-screened applicants, thus being assured of quality workers.

 

Q7: When and how will the employer coordinate with the Philippine government on the recruitment details?

 

A: The employer can call the MECO-Labor Office at telephone # (02) 2741-9730; 2778-7951; 2778-7952 for information and details. For corporate employers, it is advised to prepare and submit to MECO-Labor Center in advance the company profile and manpower requirements so that manpower pooling could immediately be done by POEA The CLA website ( www.evta.gov.tw) also contains detailed information on the SHPT.

 

Q8: What is the role of MECO-Labor Center and POEA?

A: The MECO-Labor Center is the coordinating and client-servicing center in Taiwan. The POEA acts as the recruitment arm and deploying agency of the Philippine government.

 

Q9: How will the employer proceed after acquiring the approval letter from the CLA?

A: After completing all the documentary requirements by CLA which can be printed from the website http://www.evta.gov.tw , the employer goes to MECO for interview and document verification. The interview and verification takes only about 30 minutes.

 

Q10: What is the advantage of the SHPT to the employee?

A: In general , workers benefit through reduced fees and higher earnings. Full disclosure and utmost transparency will be adopted with regard to fees and payments to be shouldered by the worker prior to deployment . Financing assistance on easy terms through government financial institutions or OWWA may also be given to workers who do not have money for processing of employment documents.

 

Q11: What other assistance can MECO-Labor Center provide to prospective employers?

A. For corporate employers, the MECO-Labor Center can conduct company visit and discuss with prospective employers the procedures and requirements of SHPT. It can assist the employer in the preparation of all documentary requirements by POEA.

For Namehire, the MECO-Labor Center will assist the employer in the accomplishment of documentary requirements for POEA and coordinate with POEA on the speedy deployment of the name hire worker.

 

Q12: How will the worker for corporate employers, proceed after he/she was selected by

the employer?

 

A. For Corporate employers, POEA will assist the workers in all phases of pre-

deployment, starting from recruitment and selection to departure for Taiwan.
